International Partners, LLC, (IP,LLC), is a private investment and finance firm that loans or invests in emerging businesses and real estate development projects by EB-5 investments (Green Cards Visas) and non EB-5 investments.

Our main focus is securing investors to the US from ethnic and Portuguese-speaking countries and areas of the world.It works with established USCIS EB-5 regional Centers providing EB-5 green card as well as private investments in the US.

We have immigration associates in Portugal and investment offices in the US, located in New Bedford, MA, the heart of the largest Portuguese community in Southern New England of the US.

The firm sources its capital from global high net-worth investors for regular investments and from those seeking permanent U.S. residency through the EB-5 Investment Visa program.

Managing Member

Mr Leong created the US EB-5 immigrant Investor program by providing Senator Kennedy with the argument against “buying your way through the State of Liberty” by our competition with Canada and Australia for job-creating equity capital, which won over Congress and has since has imported over $20 billion to her US economy.

Lobbied construction unions, secured editorials in press papers in PA, DC, and Boston to enact immigrant investor legislation into the Immigration Act of 1990 in 3 months.

Subsequently, when INS refused to count construction jobs, provided Senator Kennedy with the arguments to force counting if construction jobs that created the USCIS Regional Center program and;

  • Mr. Leong provided MA Representative Antonio Cabral the information for bill H. 2830, HD. 3433 now in the MA State Legislature an Act promoting capital investment in targeted employment areas and suggesting that the MA Secretary of Housing and Economic Development may adopt regulations to establish a regional center, as defined in 8 C.F.R. 204.6(e), and impose administrative charges to fund the personnel and operating expenses of the regional center. Passage of this bill may set a a national standard to reduce fraud, waste and abuse of the EB-5 program.
  • Marketed US and MA Investments - Promoted the EB-5 program throughout US ad China;
  • Managed for GMAC Commercial Holding Capital a Targeted Employment Area (TEA) and regional center for the DC area;
  • Consulted with various state governments establishing TEAs for: Boston; NYC World Trade Center WTC Designation in 2005; DC TEA Designation of 1999 and in 2006 for LA and SF, CA;
  • Obtained the first US Designated Regional Center for the Northeast Corridor which allowed its investors to count indirect , including construction and induced jobs;
  • Organized the first USCIS regional centers for the New England area and established two other regional centers;
  • Made verbal presentations in Shanghai, Guangzhou, Beijing;
  • Testified at Hawaii State Senate hearings in EB-5;
  • Knowledgeable about the current EB-5 program to disseminate the benefits and pitfalls of EB-5 job-creating equity capital to the local communities.

ATTORNEY, JOHN E. WILLIAMS

Member

John E. Williams (Jay) graduated from Southeastern Massachusetts University (now University of Massachusetts Dartmouth).

He received his law degree from New England School of Law in Boston.

He has been licensed to practice law in Massachusetts since 1988, and admitted to practice in the United States District Court for the District of Massachusetts since 1989 and the United States Court of Appeals since 2003.

He is a member of the Massachusetts Bar Association, The New Bedford Bar Associates and The Real Estate Bar Association.

He concentrates on all matters pertaining to Real Estate and represents individuals and lenders on both residential and commercial real estate transactions.

He also concentrates on business law, wills, estates, trusts and the subdivision of real estate.

He has developed hundreds of acres of real estate both in his capacity as a developer and for developer clients and has appeared before town boards and state agencies in order to grow development approvals.

He is community oriented and has been on The Board of Directors of The Greater New Bedford Boys & Girls Club for over 20 years. Other boards he has served in include Dartmouth Recreation Commission, Rotary Club, Junior Achievement and BBA Basketball Association.

He has also coached in numerous youth sports programs: Dartmouth Youth Activity Association, New Bedford Bears Youth Football, New Bedford Whalers Youth Football, South End Basketball League, Dartmouth Youth Soccer Association, AAV Basketball travel teams and various summer Basketball Leagues, and lives in South Dartmouth, MA.
